According to comments made by Google engineer Matt Cutts at a panel discussion Google is planning to penalize SEO. Or at least overly-SEO'd sites.

It remains to be seen what this means for sites using aggressive SEO such as blog comment spam and link building schemes. It's also interesting to see if this opens up (another) avenue for negative SEO.
